Type feet and inches the way you'd write them, like 12' 6" or 30 3/8. Decimals work too.

Louisiana lists parishes; Alaska lists boroughs and census areas; Virginia includes independent cities.

Collin County, TX · 2021 IECC
Attic / ceiling
R-49
energy code minimum
Wood-frame walls
R-20 or 13+5ci
energy code minimum

Zone 3 has hot summers and mild winters. The code asks for an R-49 attic, R-20 walls (or R-13 plus R-5 foam) and R-10 foam along the slab edge, 2 ft deep.

2021 IECC minimum insulation
Attic / ceilingR-49 (2018: R-38)
Wood-frame wallsR-20, or 13+5ci, or R-15ci (2018: R-20, or 13+5ci)
Mass walls (block, brick)R-8 exterior / R-13 interior
Floors over unheated spaceR-19
Basement wallsR-5ci or R-13
Slab edgeR-10, 2 ft deep (2018: None required)
Crawl space wallsR-5ci or R-13
Windows: heat loss (max U-factor)U-0.30 (2018: U-0.32)
Windows: sun heat let in (max SHGC)0.25

How to read this: "13+5ci" means R-13 batts between the studs plus R-5 foam board over the outside of the wall ("ci" is continuous insulation). For windows, a lower U-factor keeps more heat in, and a lower SHGC lets less of the sun's heat through. Both numbers are on the window's NFRC sticker.

ENERGY STAR attic target: R-49 for an uninsulated attic, or add R-38 if you already have 3–4 inches. After air sealing, topping up the attic is usually the best-value energy upgrade in a house.

Quick answer

US climate zones run from 1 (Miami, Honolulu) to 8 (interior Alaska) and are set county by county. Collin County, Texas (Plano) is zone 3A, which calls for R-49 attic insulation and R-20 walls (or R-13 plus R-5 continuous) under the 2021 IECC.

What a climate zone is

The International Energy Conservation Code (IECC) splits the US into climate zones numbered 1 (hottest) to 8 (coldest). A letter after the number describes moisture: A is humid, B is dry and C is marine (the mild, damp Pacific coast). Zones 7 and 8 have no letter. Each county sits in exactly one zone, and the zone decides how much insulation a new home or addition needs.

The zones come from long-term weather data, mostly heating and cooling degree days. The 2021 code redrew the map using newer data, and about 1 in 8 counties (12%) moved. More than 9 in 10 of those moved one zone warmer; a few moved colder.

Worked example: Collin County, Texas

  • Collin County (Plano, Frisco, McKinney) is in zone 3A.
  • The 2021 code calls for R-49 in the attic and R-20, or 13+5ci, or R-15ci in wood-frame walls.
  • An attic with 6 inches of old blown fiberglass has roughly R-15. Reaching R-49 means adding about R-34, or roughly 14 inches of blown fiberglass.
  • Next door, Dallas County moved from zone 3 to zone 2 in the 2021 map. Texas still enforces the 2015 code statewide, so for a Dallas permit the older zone 3 applies unless your city has adopted a newer edition. Always check your own county and your city's code.

How to read the R-values

  • R-value is resistance to heat flow. Higher is better.
  • "ci" means continuous insulation: foam board or similar running unbroken over the outside of the studs. It stops heat leaking through the wood framing.
  • "13+5ci" means R-13 in the stud cavities plus R-5 of continuous insulation.
  • Mass walls (concrete block, brick, ICF) show two numbers: the first if the insulation is on the outside, the second if it's on the inside.
  • Slab edge insulation runs down the edge of the slab (or under it) for the depth shown.

A standard 2×4 wall holds about R-13 to R-15, and a 2×6 wall about R-19 to R-21. In zone 3 a 2×6 wall (or a 2×4 with R-5 foam outside) meets the code. In zones 4 to 8 you need foam board outside as well: R-5 over a 2×6, or R-10 over a 2×4.

Which code applies to you?

The 2021 IECC is the model code, but states and cities adopt editions on their own schedule, often with changes. In 2026 some states enforce the 2024 IECC, many are on 2021 or 2018, Texas is on the 2015 IECC statewide, and a few states leave it to each city. We show the 2021 and 2018 values side by side. For a permit, your local building department's adopted edition is what counts.

Topping up an attic

  • Measure first. Check depth in several places; loose fill settles and gets pushed around. Use the average.
  • Air seal before you add insulation. Seal gaps around light fixtures, plumbing stacks and the attic hatch. Insulation doesn't stop air leaks.
  • Fit a baffle in each rafter bay above the soffit so the new insulation doesn't block the intake vents.
  • Use the bag's coverage chart to count bags. Every loose-fill product prints bags per 1,000 sq ft for each R-value. Our depth is an estimate from typical R-per-inch values, and the chart for your product wins.
  • Don't compress batts or pile insulation against recessed lights that aren't IC-rated.

Frequently asked questions

What climate zone is Texas in?

Texas spans zones 1A to 4B. Cameron, Hidalgo and Willacy counties in the Rio Grande Valley are 1A. Houston, Dallas, Fort Worth, Austin and San Antonio are 2A. Plano (Collin County) is 3A, the Hill Country is 3A and 3B, El Paso and Lubbock are 3B, and Amarillo is 4B. The Texas page lists all 254 counties.

How much attic insulation do I need?

Under the 2021 code: R-30 in zone 1, R-49 in zones 2 and 3, and R-60 in zones 4 to 8. ENERGY STAR recommends the same targets for an uninsulated attic in an existing home.

How many inches is R-49 or R-60?

With blown fiberglass at about R-2.5 per inch, R-49 is roughly 20 inches and R-60 about 24 inches. Blown cellulose at about R-3.2 per inch needs roughly 15 and 19 inches. Check the bag label for your product's exact settled thickness.

Why did my climate zone change?

The 2021 IECC updated the map with newer weather data. About 12% of counties moved, and more than 9 in 10 of those moved one zone warmer. If your area still enforces the 2018 code, the older zone still applies for permits.

What climate zone is Dallas, Houston or Austin?

Under the 2021 IECC, Dallas County is zone 2A, Harris County (Houston) is 2A and Travis County (Austin) is 2A. Collin County (Plano) is 3A.
